Some 2,474 square metres gross floor space of retail and food and drink establishments are proposed throughout the development. In particular, these uses are to be located within the Prince of Wales Street and Tanshelf South Character Areas. These two Character Areas provide the majority of employment development and community facilities respectively and are on or in close proximity to the main spine road that runs through the site and which will accommodate the proposed bus route. The proposed retail units are to provide for day-to-day needs and as such will be ancillary to serve the residential and employment community of the proposed development. As such these uses will promote walking and cycling and reduce the reliance of use of the private car. This also complies with the aims and objectives of PPG 13, PPG 3 and PPS3.
PPS6 states that physical regeneration, employment, economic growth and social inclusion should be materials considerations in the assessment of planning applications. It is considered that the proposed retail and food and drink establishments will have the following benefits and consequences:

- Provide ancillary elements to regeneration scheme that will provide an urban extension to Pontefract that is led by employment and residential development;
- Create employment opportunities and diversity in employment provision and as such help to facilitate economic growth by supporting and complimenting the proposed office development;
- Promote social inclusion; and
- Promote sustainable development by reducing the need for addition car trips and promote walking, cycling and use of public transport.

It is therefore considered that the proposed retail and food and drink development forms an acceptable ancillary element of the application proposals and complies with local and national policies.
