Design & Access Statements
The Design and Access Statement, which accompanies this planning application, evaluates in detail the design evolution and character of the proposed development. The Design and Access Statements for both sites were submitted in three parts; Introduction and Assessment; Community Involvement and Design, Access and Conclusions.

Given the site’s important location, close to the urban area of Pontefract and the wider site
(i.e. the pit yard site) and its identification as a proposed urban area within the Five Towns
Strategic Development Framework, there is a clear need to restore the spoil heap site and create an emblematic and sustainable land use for the future that compliments and supports Pontefract, XScape/Freeport, Pontefract Racecourse and the wider area. The proposal incorporates existing links to the site from the wider area and creates logical links through the site. These proposals are summarised within the Design and Access Statement. The proposal has taken full account of the site’s development constraints, contextual location as summarised in Part 1 of the D&A Statement. Part 2 reports on the process of detailed engagement with Council Officers, Members, key Stakeholders, the public through the Environmental Assessment process. (The Environmental Assessment considered all environmental aspects of the development including built heritage and archaeology, ecology and visual impact. This has shown that the proposal is an appropriate response to the site constraints and Design Principles as set out in the accompanying Design and Access Statement). Part 3 of the D&A Statement covers all aspects of the Masterplan and design proposals.
